事務所移転に伴う東銀座事務所における産業廃棄物処理業務入 札 公 告次のとおり一般競争入札に付します。 令和７年８月19日独立行政法人日本学生支援機構理事長 吉岡 知哉◎調達機関番号 591 ◎所在地番号 14１ 調達内容(1) 品目分類番号 78(2) 契約件名及び数量 事務所移転に伴う東銀座事務所における産業廃棄物処理業務 一式(3) 調達件名の特質等 入札説明書による(4) 契約期間 契約締結日～令和８年３月31日(5) 業務場所 入札説明書による。 (6) 入札方法 落札決定にあたっては、入札書に記載された金額に当該金額の 10 パーセントに相当する額を加算した金額(当該金額に 1 円未満の端数があるときは、その端数金額を切り捨てるものとする｡)をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の 110 分の100に相当する金額を入札書に記載すること。 ２ 競争参加資格(１) 予算決算及び会計令第70条の規定に該当しない者であること。 なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。 (２) 予算決算及び会計令第71条の規定に該当しない者であること。 (３) 令和７・８・９年度文部科学省競争参加資格(全省庁統一資格)において、「役務の提供等」の「A」、「B」又は「C」の等級に格付けされ、関東・甲信越地域の競争参加資格を有する者であること。 なお、当該競争参加資格については、令和７年３月31日付け官報号外政府調達第57号の官報の競争参加者の資格に関する公示の別表に掲げる申請受付窓口において随時受け付けている。 (４) 本機構理事長から取引停止を受けている期間中でないこと。 (５)「暴力団員による不当な行為の防止等に関する法律」に規定するところの暴力団員及びその構成員、準構成員又はその関係者でないこと。 (６) 東京都、千葉県、埼玉県、神奈川県の１都３県内に本社、支店あるいは営業所のいずれかを有していること。 (７)一般廃棄物収集運搬業許可証(東京都中央区)、産業廃棄物収集運搬業許可証(東京都及び処分地が所在する道府県等)及び産業廃棄物処分業許可証(処分地が所在する都道府県等)を有していること。 (８)計量法第107条に基づく、計量証明事業登録証を有している施設を保有していること。 (９)担当部署がISO14000シリーズ「環境マネジメントシステム」を取得していること。 (10)個人情報の取り扱いについて適切な保護措置を講ずる体制を整備していること(プライバシーマークの認定を受けている等)。 (11)「環境配慮への取組」及び「優良基準への適合状況」等の要素を考慮する観点から、入札説明書に記載する基準を満たすこと。 ３ 入札書の提出場所等(1) 入札書の提出場所、契約条項を示す場所、入札説明書の交付場所及び問合わせ先〒104-8112 東京都中央区銀座６-18-２ 野村不動産銀座ビル 独立行政法人日本学生支援機構東銀座事務所財務部経理課契約係 電話03-6743-6022(2) 入札説明書の交付方法 ①上記3(1)の交付場所にて交付。 ②本機構HPからのダウンロードで交付。 ①②ともに本公告の日から交付する。 なお②の場合パスワードが必要となるので、電子メールで(keiri-k@jasso.go.jp)まで、以下の要領でパスワードの送付を依頼すること。 電子メールの件名を「パスワード交付依頼(東銀座事務所産業廃棄物処理業務)」とし、電子メールの本文に、会社名、全省庁統一資格の業者コード、担当部署、担当者氏名、電話番号、FAX番号、メールアドレスを記載すること。 (3) 入札説明会の日時及び場所 実施しない。 (4) 入札書等提出書類の受領期限 令和７年９月18日17時00分(5) 開札の日時及び場所 令和７年９月 25日 16時 00 分 独立行政法人日本学生支援機構東銀座事務所４ その他(1) 契約手続きにおいて使用する言語及び通貨日本語及び日本国通貨。 (2) 入札保証金及び契約保証金 免除。 ただし、落札者が契約を結ばない場合には、落札価格の5パーセントに相当する違約金を支払わなければならない。 (3) 入札者に要求される事項 この一般競争に参加を希望する者は、封印した入札書及び入札説明書に示す提出書類を、3(4)に示す受領期限までに提出しなければならない。 入札者は、開札日の前日までの間において、本機構から当該書類に関し説明を求められた場合は、それに応じなければならない。 (4) 入札の無効 本公告に示した競争参加資格のない者の提出した入札書、入札者に求められる義務を履行しなかった者の提出した入札書、その他入札に関する条件に違反した入札書は無効とする。 (5) 契約書作成の要否 要。 (6) 落札者の決定方法 本公告に示した物品を納入できると契約担当者が判断した入札者であって、本機構の予定価格の範囲内で最低価格をもって有効な入札を行った入札者を落札者とする。 (7) 手続における交渉の有無 無。 (8) その他 詳細は、入札説明書による。 ５ Summary(1) Contracting Entity: Tomoya Yoshioka, President, Japan Student Services Organ-ization(2) Classification of the services to be procured: 78(3) Nature and quantity of the services to be required: Industrial waste disposal services atthe Higashi Ginza office following the office relocation, 1 Set(4) Fulfillment period: From The day of the contract was signed through through31,March,2026(5) Fulfillment place: as in the tender documentation(6) Qualification for participating in the tendering procedures: Suppliers eligibl-e forparticipating in the proposed ten-der are those who shall:① Not come under Article 70 of the Cab-inet Order concerning the Budget, Aud-iting andAccounting.
